Measures for the submission of safety information for dam operation of hydropower stations

Chapter I general rules

Article 1 these measures are formulated in accordance with the provisions on the supervision and administration of dam operation safety of hydropower stations ( order no 23 of the state development and reform commission ) in order to strengthen the supervision and administration of off-site safety of hydropower stations ( hereinafter referred to as the dam ) and regulate the reporting of dam operation safety information.

Article 2 the submission of dam operation safety information shall be timely, accurate and complete. The submission, management and use of information shall comply with the relevant confidentiality requirements of the state.

Article 3 these measures shall apply to the submission, use and supervision and administration of safety information on the operation of dams registered and filed in the state energy administration.

Article 4 the electric power enterprise is the main responsibility for dam operation safety information submitted, should be clear dam operation safety information submitted to the responsible departments and responsible person, establish and improve the dam operation safety information submitted to the system, to carry out dam operation safety information construction, in accordance with the requirements submitted to the dam operation safety information.

For the new operation of the dam, the electric power enterprise shall declare the dam registration or apply for dam safety registration from the date of submission of information.

Chapter ii contents and requirements for submission

Flood may pose a threat to the safety of dam operation, electric power enterprises shall promptly report to the higher authorities, the relevant agencies, the relevant departments of the local government.

( c ) dam disaster

Magnitude of 5 and above and the source from the dam site within 100 km of the earthquake, and the impact of debris flow, landslides, landslides and other disasters occurred, the power enterprise shall within 1 hour to the higher authorities, the relevant agencies and the dam center, the relevant departments of the local government report disaster news, report the details of the disaster within 12 hours.

Eighth annual report is divided into dam safety annual detailed investigation report, dam safety registration self-examination report and annual report of dam safety work.

The electric power enterprise shall submit the annual report to the dam center before February 15 of the following year.

Article 9 special reports include special reports on dam reinforcement and renovation of dam safety monitoring system. Dam reinforcement project report includes: dam reinforcement design report, review report, construction report, completion acceptance report. Dam safety monitoring system renovation project report includes: dam safety monitoring system renovation design report, review report, installation and commissioning and commissioning report, completion acceptance report.

After the completion of the dam reinforcement acceptance, or the dam safety monitoring system renovation after the completion of the acceptance, the electric power enterprise shall within 1 months will be submitted to the corresponding special report to the dam center.

Chapter iii analysis and use of information

Tenth dam center shall promptly analyze and deal with the daily information submitted by the electric power enterprises. Found that the abnormal situation, the dam center shall, within 24 hours of power enterprises and relevant units put forward suggestions, and notify the relevant agencies.

Article 11 the dam center shall timely judge the dam flood, disaster, abnormal situation and operation accident information submitted by the electric power enterprises, and provide corresponding technical support for the dam operation safety emergency management.

Article 12 the dam center in carrying out regular inspection of dam safety, should make full use of the electric power enterprises submitted to the dam operation safety information and daily monitoring results, for the dam operation and working state evaluation provides an important basis.

Article 13 the dam center shall, in accordance with the annual report submitted by the electric power enterprise and the dam safety supervision and management work carried out, submit the annual report of the national dam safety work to the state energy bureau.

Chapter iv supervision and administration

Fourteenth dam center shall report every quarter of the power enterprise dam operation safety information submitted and information construction.

Fifteenth dam center shall, in conjunction with the agency of the power enterprise dam operation safety information submitted to the work and information construction supervision and inspection.

Chapter v supplementary rules

Eighteenth dam safety monitoring information is divided into two categories of general projects and important projects.

The general project is the basic monitoring project in the process of dam operation as stipulated in the technical specification for monitoring.

The important project is the monitoring project determined according to the actual operation characteristics and working behavior of the dam, aiming at the important parts and weak links of the dam. For important projects, should implement automatic monitoring, and ensure the normal work of the relevant facilities 24 hours a day, so that the dam management unit and the dam center can remotely collect data at any time; Can not use automatic monitoring, should be in accordance with the monitoring frequency requirements in a timely manner will be manually measured values into the database, so that the dam management unit and the dam center can timely and remote access to data.

Article 19 the dam center shall, in accordance with these measures, formulate relevant supporting documents such as safety information submission and information construction technical requirements for dam operation of electric power enterprises.

Article 20 these measures shall come into force as of the date of promulgation. The original state electricity regulatory commission " hydropower station dam operation safety information submitted to the measures" ( electricity safety 2006 No. 38 ) shall be repealed at the same time.
